Doc Terror is a cyborg scientist with plans of world domination. He is opposed by The Centurions.
During a flashback In the episode "Man or Machine (Part II)", he was a member of the Science Council, who was expelled because of his intentions of replacing all humans with machines. Hacker was the first experiment of turning a human into a robot. During an accident caused by Hacker, Doc Terror was seriously injured and he was saved by Hacker who turned him into a robot.
His Syntax unit can be attached to Hacker's Legion unit to create Uniborg.
